Pool fields must follow these rules:
Exactly one of pool_v4_normal_id or pool_v4_normal_name is required.
Exactly one of pool_v4_blocked_id or pool_v4_blocked_name is required.
For v6 pools, you may send at most one of each pair (id or name) or none.
